The local pack — the map with three business listings — is ranked on relevance, distance and prominence. Your Google Business Profile is the primary asset, and physical distance from the searcher is a major factor you cannot change.
Organic results — the ordinary blue links below — are ranked on the page's relevance and quality and the site's authority. Distance matters far less. A business twenty miles away can rank organically for a search where it would never appear in the map.
This is why a business can dominate the map in its own area and be invisible three suburbs over while still appearing organically across the whole metro.
What each is best at
The local pack wins:
